Also anyone know a good program for Editing Gifs where it splits the gif in frames and u can add words to it?

I tend to use SnagIt, but I have a free license for it from work. Imgur also has a meme generator, but I'm not sure if you have to use the traditional meme images or if you can upload your own in place.
